the `failed` flag should be a flag per the documentation
(see:

But, when running, it requires a numeric value.
When running the VEP with verbose mode, it
appears that all boolean flags get converted to 1.
Therefore, I'm setting `failed` to have value 1.

Update filename + extension retrieval in Flexiprep

Two changes:

* Refactored the uncompressed filename + extension retrieval. Also made sure now that extension trimming is case-insensitive (".gzip" and ".GZIP" are both trimmed).

* Added a clearer error message when the input file doesn't have any extension.
